Yes, you can get your letter of introduction, but to activate it, you have to leave Canada and re-enter. You have to show on entry a return ticket, proof of insurance, and $2500

Does anyone know when the 2012 apps will be open and is there any possability of implied status in her situation... would she have to quit her job when her visa expires?

1. New IEC program probably won't accept applications until January. So when her work visa expires, she must stop work, get a visitor extension and wait for the new LOI before going to the border and getting a new work permit.
