In 2017 at the time of the 9th draw a total of 32,308 ITAs were issued by IRCC covering 45% of their target for that year (71,700). This year, by the 9th draw announced today the IRCC so far issued 28,000 ITAs covering only 37% of their annual 74,900 ITA target. This seems a bit behind compared to that of last year and a need to increase the number of ITAs the IRCC is going to issue in the coming rounds... with a possibility of the CRSs going lower... that is if a significant number of applicants do not manage to raise their CRS to a more higher score.

i was assuming the ITA target is higher than that of the PR target.. isn't that right? if my assumption is correct... i was hoping to see more invitations to be issued.
On the other hand... does the PR target include other streams than that of the EE?
