You are on the new rule only and there is no confusion in it, you have two options,

1. wait till the immigration dept return the file, They will return it with your money, mentioning that you are lacking points. There is again a chance they will give you time and ask you to submit the upgraded score. Depends on the officials view

2. you can send the withdrawal request and send back the new score once you have, anyway the application will be sent to you with the fees. Also you may have to check the withdrawal

you should feel better with a B1, and not too far for B2. Note, there are many who are in a1 A2 and all those, will find it difficult to reach the B2 level

In order for your time studying to give you 5 points for a stay in Quebec, you would need to take 12 credits at a university during an entire term. (12 credits is full-time.) 5 points for:

So in this case, you would have to pretend to the university that you wanted to do an entire degree in French, but you could stop after one term.

I have not heard anything from BIQ apart from my AOR which I received on 29th December 2011. My application reached BIQ on 26/27th November 2011.

Is old language points and new AOT points apply to me?

If you have not received any update from BIQ other than an AOR, then all the new rules will apply to you, language, AOT etc...that what is mentioned in

The new measures apply to you if, by August 1, 2013, you received one of the following documents from the Ministère:

an acknowledgement confirming that your file has been opened and the fees received;
an acknowledgement as well as a letter asking you to provide missing documents or conforming documents in order to process your application.

If, on August 1, 2013, you were in one of the situations described below, it means that your file has already being processed. Therefore, the new measures do not apply to you.

You were convened to a selection interview that will take place in the next few weeks or months;
You received a letter entitled “Demande en attente d’entrevue de selection” (application pending a selection interview) informing you that the initial evaluation of your application is complete and that you will soon be convened to an interview;
You received a letter entitled “Demande en attente de decision” (application pending a decision) informing you that we will contact you once a decision has been made;

Almost all the people applied in 2011 has received only their AOR. It means that almost everyone will be falling under new point system.

what is the point of differentiating applications like before 6th December 2011 and After 6th December 2011?

Some officials representatives are giving wrong info in online sessions.

Anyways, I'm on the safe side because new rules giving me extra 6 points in AOT after taking away all my language points.

but are you sure that if i let my file till they send it to me beacause of lacking points they will send my money "cheaqe" again ??
because i don`t trust them any more :D they cheat me and cheat alot of people so :S

If you need to re-apply, you could come to Quebec to study French for an entire semester at a cegep or university, and that will add 5 points to your total just for visiting Quebec as a student. Maybe you could get the points for reaching B2 as well! The extra 5 points for visiting Quebec might help you avoid the need for an interview.

No one can say how the immigration department can handle a case. And i cannot find any official info on how the immigration department deals with a file if it does not satisfy the required point threshold. But, the section Receipt of the application says about the return of application in http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/official-immigration-application/selection-process/

which says the file will be returned and i have heard of many cases in this forum for whom the file was returned along with the DD, with the lack of points or lack of supporting documents, hence i would suggest to wait, but anyway its your call and your money that is to decide on your course of action...

Is there any official differentiation for the pre dec 2011 or after dec 2011 ? the only differentiation is based on the completion of the process or just received the AOR, hence all whom there is no movement in the file beyond AOR, will be considered in new rule as per the link i have sent.. anyway, its nice that you have more points on your kitty now..great

I am writing again for not having confirmation on the level of 10+3 education in nursing that my spouse has.Many immigration consultancy here in my country has announced advertisement of PR under Quebec skilled category for nurses from 3 yrs certificate level nursing course up to master degree in nursing.My question here is:Does my spouse course fall on the category of DCS nursing? You can call BIQ montreal for an absolute perfect answer, however, my belief is you will be in new rules, if no update beyond AOR
