Yes she would. 6 points for Chemistry. My spouse who is the main applicant AOT is Chemistry as well so we lost 6 points too and moved from priority to normal processing under the new rules.

Okay, I see that you're correct. This is an excerpt from the immigration procedures guide. They've crossed out the parts that were the old rules. (I guess they've kept them there because some people are still under the old rules.)
2.3 Liste des domaines de formation privilégiés 2013 Traitement prioritaire
Dans le but d’accélérer la sélection et l’arrivée au Québec de travailleurs dont le
profil professionnel correspond à un emploi en demande, le Ministère accorde un
traitement prioritaire aux demandes déposées par des candidats travailleurs
qualifiés qui ont obtenu un diplôme dans un des domaines indiqués dans la Liste
des domaines de formation privilégiés 2009 (VOIR GPI 3-1, ANNEXE 2), sous
certaines conditions.
La Liste des domaines de formation privilégiés 2009 213 (VOIR GPI 3-1,
ANNEXE 2) est un sous-ensemble de la Liste des domaines de formation 2009
2013, mais elle ne contient aucun pointage. Elle correspond aux domaines de
formation qui accordent le plus de points à la Liste des domaines de formation
2009 2013 (soit 12 ou 16 points) et elle distingue, elle-aussi, les diplômes
étrangers de ceux du Québec, ou assimilés à de tels diplômes.
So you need 12 or 16 points to get priority processing.
Still, it looks like any application with points for "area of training" will be processed before any application without points:
Effective August 1, 2013, applications will be processed in the following order:
- applications from candidates submitted under the Programme de l’expérience québécoise (Québec experience program);
- applications from candidates who submit a valid employment offer;
- applications from candidates who obtain points under the factor Area of training;
- any other application submitted by permanent workers.
Maybe this will help some people get within the quota of 20000 applications.

Well, I dont have official link to share with you. I heard this by someone who posted transcript of online session held last month.
However, if you read swamik's posts, almost all the applicants are coming under new rule.
If you have not received any update from BIQ other than an AOR, then all the new rules will apply to you, language, AOT etc...that what is mentioned in
The new measures apply to you if, by August 1, 2013, you received one of the following documents from the Ministère:
an acknowledgement confirming that your file has been opened and the fees received;
an acknowledgement as well as a letter asking you to provide missing documents or conforming documents in order to process your application.
If, on August 1, 2013, you were in one of the situations described below, it means that your file has already being processed. Therefore, the new measures do not apply to you.
You were convened to a selection interview that will take place in the next few weeks or months;
You received a letter entitled “Demande en attente d'entrevue de selection” (application pending a selection interview) informing you that the initial evaluation of your application is complete and that you will soon be convened to an interview;
You received a letter entitled “Demande en attente de decision” (application pending a decision) informing you that we will contact you once a decision has been made;
You received a letter entitled “Intention de refus” (intent to refuse the application), informing you that you must submit other documents or information that will allow us to continue to review your file;
You have already had a selection interview and your file has not been finalized.

I feel depression and confused
i don`t know my situation now
should i withdraw my application ??
or waiting and continu in french trying to get b2b2 ??

Read your post and this is really disappointing that u lost 14 points.
I read someone's quote that taking a Full TCF exam rather than TCFQ is a better option and yep, if you can raise your level in english, u can secure 2 points there too.
In TCF if you score B2, B2, B2 in listening, speaking and writing, you can get 12 points for it.
I have A2 and B2 in TCFQ, and i felt that the results of TCF are really liberal compared to TEF or DELF & DALF.
It is not only the case of mine, i saw results of so many applicants and felt that results of TCF are liberal.
Dont quit, try your best, and i am sure you ll be through.
try "imagiers" website, they have some 3.4 GB of material for french that can help you. you can download it.
I have applied just applied a month back, ours is a joint application and my points are 61. AOT -12. Expecting to get file number soon.

I just want to share my own experience regarding french proficiency tests.
I strongly recommend TCF/TCFQ rather than DELF/DALF or TEF/TEFaQ.
Me and my friends tried this exams and came to the bottom line that the results are more better in TFC/TCFQ. Me and my friend prepared together but i took TCFQ and he took TEFaQ. i got A2 & B2 whereas he got only A1 & A1.
I thought this may help someone who are confused in taking exam. and yep, i think learning and proving french proficiency is not that difficult if you try.

If you need to re-apply, you could come to Quebec to study French for an entire semester at a cegep or university, and that will add 5 points to your total just for visiting Quebec as a student. Maybe you could get the points for reaching B2 as well! The extra 5 points for visiting Quebec might help you avoid the need for an interview.
