I understand what you want say, but the wording written in letter " personne a charge qualifie and travailleur qualifié"
What does it means. If this is only a receipt then this type of wording not required only detail of payment is sufficient. May be I am wrong but I suppose this is receipt cum approval confirmation. After 45 days biq will issue csq.

by the way i need to remind you with this written in their official website:
The Ministère checks if you can file an application for a Certificat de sélection du Québec (CSQ – Québec Selection Certificate) in accordance with the rules in effect, if all the required documents are included in your application and if it is eligible for priority processing.
An acknowledgment of receipt is sent to you to confirm reception of a complete application and, if applicable, to indicate that your application will be prioritized for processing. Your file will be returned to you if your application cannot be considered.
this is totally different than what the girl answered you, as it means file number is given after making sure all papers are ok ACCORDING TO CURRENT RULES ....

You and I are on the same boat. I was hoping that my application won't be affected by the new rules as I had submitted Oct. 2012 and received my AOR on March 2013, but the girl who answered when I called last week said that my file has been opened but processing has not yet started, so my application will be affected by the new rules. I am also currently at level A2. Furthermore, I'm expecting that interviews will start again in my part of the world (Asia) on October, so I barely have 2-3 months to increase from A2 to B2. Fast-track French courses are not available where I am at, so I guess, self-study is the best way to go, plus maybe enrolling in conversational French courses if available. Also, is yours a priority application?
They also say in the website that they won't disqualify based on lack of B2 level alone, for as long as you have the required points without the French language skill. You may need to go to an interview, but I do know of somebody who still got the CSQ despite not having enough points (passing is 55 or 63) because the officer gave him a chance to take the exam and get A2 (? not sure on this; this was a few months ago, ergo, old rules) level of French in 2 or 3 months; his CSQ was held until he complied. So, at least, not outright denial there. I guess if they feel that you do have a high skill in French but do not still have the exam result to prove it, they'll give you some time to get the exam.
They did say in their website that,
"Files currently being processed, that is, those for which processing began before August 1, 2013 are reviewed according to the rules currently in effect. Applications for which processing has not yet begun and those received after August 1, 2013, will be reviewed according to the new rules."
So, I guess the best way, really, is to hope for the old rules to be applied, but prepare as if the new rules are going to apply. Good luck!

If this is the case, then applicants of even 2009 & 2010 might be affected as well because in some BIQ they are interviewing 2009 & 2010 candidates that means remaining files are not yet processed.

Which BIQ is this? And do those 2009 and 2010 candidates belong to the priority AOT list (those getting 12 or 16 points in their AOT)?
We have the same AOT and i applied on my own too. I did not submit any french test, just IELTS. If you look at the Website the application forms are in english format. However those are already updated forms. Well, if you can provide whatever document they need and use the latest updated forms along with the fee payment, then go ahead submit a new application but just make sure it will reach them before july 31 as the rules may change again after that. YES it is possible to send without french test result but be prepared for the interview and i suggest you study and take the test before you will be called for an interview as others mentioned that during the interview even if you have enough points, the interviewing officer will ask you to provide a french test result.
Hi, how many days before you received the documents that was returned to you? Did it take more than a month?
I am still waiting for my AOR and sent my application last July 16, 2013. Hoping to get an AOR and not a document returned.

can't really remember the post i have read and don't want to demotivate other , even on federal level visa the delays is 2 years sooo good luck. i feel bad because everybody have change in circumstance and 1000's things to plan.

Hi Vikas you are short of 4 points of getting the CSQ. I hope if you are claiming English max points, it means you have submitted Your IELTS with your application wit good scores in it. But without French it wont help you (i guess) if you dont have 63 points without french which is not the case currently and to do B2 at least you shud have 3 years of french study and then try for it as B2 takes 3 years minimum from AFD (Alliance Francaise De Delhi) i guess. If you would have 2 kids then you could have got 8 points and then you would have easily got 63 points as it is now pure number game. I hope that you and your wife education is Regular education and not distance/correspondence/non-college u know cuz distance education wont give you any points. All the best. As Quebec's immigration minister issued one info which is available in new rules page of immigration quebec website in French which says that they need 6600 max people from Asia in 2013-14. Alors bonne chance.

My case is similar to your, Even i got the message as you had. But the meaning for that is
Personne à charge - Travailleur qualifié - Dependent Skiller Worker
Travailleur qualifié - Skilled Worker

Its just the detail on fees split up and nothing to do with any one qualifying or not. I would suggest you to take up French courses, which I am doing as well. without that sailing through the process is not that easy..

You're right, this contradicts with what the girl on the phone said, so I'm really confused now. By the way, my application should has priority (Canadian diploma, 12 points AOT), but I didn't have anything about it in AOR. Should it be there or will they send it separately? Or maybe they didn't think it should be prioritized for some reason
raistlin17phil, yeah, that's the thing – they say on the website "...which processing began before August 1, 2013...", but the girl on the phone said that opening the file is not the beginning of processing, it's just the opening. The processing will begin in several months after that...
