Even for me the same words are written in the payment receipt.I got the file number.But I don't think that doesn't signify we qualify for CSQ directly...I may be wrong ...Someone please shed some light here...

When will you receive this letter. My agent told me Congrts you are approved and only wait for csq . After getting csq he will directly send file for immigration process.

I've received my Accusé de réception on May 9th, 2013. I've called MICC two days ago and asked about my file. The woman on the phone said my file is just opened on May 9th, but the preliminary examination has not yet started, so my file will be processed under the new rules of August 1, 2013.
This is very sad, because my French was only A2 and now I'm not getting any points for it.
What do you think I should do? I'm thinking about going on more courses and giving another try at TEF/TEFAQ to get at least B2, but this will take some time...
(my application: single applicant, AOT 12 points, Canadian diploma (Bachelor of Computer Science), few months of work in Quebec, overall around ~65 points under old rules)

i dont think you will be under new rules ..

already CSQ took 32 months.... and compteted 2 months federal and no AOR ;D

She did.
She said "your file will definitely be processed under the new rules, because the status of your file is "receivable", meaning, we just received and confirmed all the documents in the file, but have not yet started the preliminary checking".
She also said that the delay between receiving the file and starting the preliminary checking is undefined, there are files from april 2013 that still are waiting for it to start.
