You're right, this contradicts with what the girl on the phone said, so I'm really confused now. By the way, my application should has priority (Canadian diploma, 12 points AOT), but I didn't have anything about it in AOR. Should it be there or will they send it separately? Or maybe they didn't think it should be prioritized for some reason
raistlin17phil, yeah, that's the thing – they say on the website "...which processing began before August 1, 2013...", but the girl on the phone said that opening the file is not the beginning of processing, it's just the opening. The processing will begin in several months after that...
i will today and inform everybody, actually about the priority i have no idea . but as u r sure then dont worry .. you are on priority ..

this page only adds confusion. It states the current rules of intake of applications and says in the end: "

well i think nothing confusing, it is indicating the cases for which you can apply, and they ensure that anyhthing new will be applicable after Aug 1st .. which we do not hear form customer care when we call, as what happened with you ::

Actually i sent my application to Quebec itself .. and what i am afraid of now, is that " Processing ", starts after moving the file to Visa office, as it is done in the Federal ..
and as my file is not moved to any visa office i am afraid it is still not in Process ...
again, lets hope this is not true ...

UNLESS Processing will be done in Montreal as MFT25 has mentioned below last month :
your file will be processed in montreal until you pass the interview and get your CSQ. then it will be forword to amman visa office if you are living in jordan,syria,iraq or west bank

I will reply what I understood, quebec application are all processed in montreal/quebec but once you get csq and you submit your federal application, few weeks later your file will be transferred to visa office responsible for your area,
since Damascus VO closed in middle east due to war, each embassy in each country in middle east responsible for its own citizens

Thanks for sharing your profile Vikastoj. Is it possible to copy and paste the entire email you received, of course leaving out personal details, so we can see what it says. When I received my AOR those words were not in it and I thought all the AORs were pretty much the same. I think it strange that your consultant would have congratulated, he should be experienced enough to know what a CSQ is. On the other hand there are a few others who got the same wording but are not convinced that they receive CSQ.

Dear alexey_nathan my application should be priority too and that was not mentioned in my AOR. Another forum member who is priority also and has already received his CSQ did not receive that information in his AOR either. Hopefully we will hear something soon. Did you submit French results with your application?

I've submitted TEFAQ A2/A2 scores along with my application, hoping it will get me 6 points for French.

reviewed according to the rules currently in effect. Applications for which processing has not yet begun
and those received after August 1, 2013, will be reviewed according to the new rules".
when processing period starts? do you think its a short time before they put us on waiting list?
Also they put this not under AOT section :-X

The agent on the phone said it takes several months and they still have applications received in April for which processing hasn't started yet.

she didn't know anything about time between file number and FILE UNDER PROCESSING, she believed that processing is just directly after File number !
That's somehow a good news although it is different that what alexy nathan said .
THE other important thing is :
she asked me what do i know about NEW RULES and do i mean by it :
i said of course main thing is B2 is the starting level to count points, and here was her answer:
What was your level , i told her A2, and then ::::::::::::
She said the old rules said that the minimum level to start counting is B1 !! and that was on the website and i should have seen it !!
Come on for god sake ! was she Joking with me or what ?!!!

OMG, it seems like there is a mess in the Montreal office. Different people saying different things. The B1 thing is DEFINITELY false, as we all know, there is NOTHING about it in the official papers.
So I guess we should really rely on anything phone agents say...
