ok in this case should I submit the PR application in Canada before i leave or should i submit it in my home country (China)? And I imagine I should identify my visa office to be the office in my home country not Ottawa to make everything easier right?

My application is assigned to the same officer with a due date of Dec 8. Since my criminality shows Passed, It should be the security check. However my security section shows "not started" and assigned to RC-6262 which is Sydney-NS.

They added her to my file in September, requested proof of relationship docs.and finally received her medical in the same day.The latest notes shows, They realized everything complete and referred to an officer for review. I googled this RC thing and it is what I found. According to previous discussions in this website, RC stands for Visa offices, not a person.

Well, it is advisable to check with the provincial authority. When you call them, you don't have to necessarily mention your name. But in my own candid opinion, it is dangerous to go back to your country while your application is being processed. The ball is in your court.
