BLS won't process the request unless you have the letter from cic. Also person who is sponsoring should bring in their passport, landing documents etc they will ask for it. Sigh we went there 3 times already back again tommow
I say you apply for PCC the day you get the Biometric request. For sure, if you case is straightforward, PCC request will come within 30-60 days of Biometric request. I may be off by a few days but you can see the averages dates in tracker.
It costs less than 10 bucks (in Passport Seva); even if it expires, get another one made. Better to have one in hand ready, than to scramble at the last minute. Especially if one needs PCC from other countries where parents were former residents. Same logic for Birth Certificates. Many parents don't have Birth Certificates. Now they are required.
Another 10 bucks if you want to contribute to Children Welfare Fund for the officer who comes to do the in-person verification. Officers don't ask these days...but...and before anyone starts accusing me of supporting this behaviour...to each his/her own.

First time I asked BLS when I was there for passport renewal, they said letter from CIC is required. Second time went there and asked a different person, they said it is not required, all matters is making a payment and getting your PCC.

Okay, I haven't received bio-metric request yet. How long does it take to get bio-metric request after receiving AOR? I am not familiar with the tracker, is it the spreadsheet? If this is the case, then I ll book PCC appointment the day I get bio-metric request.

the Biometric request letter (personalized that you would have on myCIC) does not have dates and location. Biometrics you can do anywhere in the world except Canada. See tracker for Biometric request letter sample.
But hang on, if your MIL is here on Supervisa then she would already have valid Biometrics? No? in that case your Biometric fee would have been refunded. No?
