I also reported my newborn through Webform on Aug 26, and got confirmation on Sep 5.
Please help me update the info.

I don't think so! If I understand correctly, that would only affect the income requirements after the marriage takes place (if you get married next year. Your family size will become 4 next year and you will need to meet the necessary income then). It's similar to when a baby is born. The income requirements increase only after the child is born.
I ll get married next year - 2020 and I am on track to support 4 members for year 2019 and 2020 but for 2016, 2017 and 2018 I only meet the criteria for 3 people.

For India specifically, You can request from Passport Seva, you get an India-wide PCC. We could obtain directly, however, there are a few cases here, where Passport Seva wanted to see an official request. Your mileage may vary by city in India.
Can you provide me a link where I can check? I think it ll take more than a month to get the document, so I think it is safe to get it beforehand, I wasnt sure if it was possible. City is Chandigarh.

You just need your original passport for PCC request. The process is fairly simple but quite long.
1. Need to book appointment first at Passport Seva Kendra for PCC
2. Go there with Passport and fulfill their procedure.
3. Local police officer will call you for inquiry
4. Go back again to Passport seva kendra to collect the certificate document.
