I think the only thing you need to worry about right now is to have the revised LOA of the same program you applied with earlier. You can't use any other LOA in my opinion. Once in Canada, you can change the program and DLI within 180 days and would only need to send IRCC your new LOA. This change of program/DLI is not possible while you are pursuing a JR or getting a settlement as an outcome of a JR or even when you have received a PPR.

this i already know and yesterday i sent email to college for new offer letter and attached settlement proposal of JR so hopefully i will get soon

I got settlement proposal from ircc lawyer.... case finished now and new visa officer will determine my file and refusal visa file will reopen. No fine no lawyer charge etc

Please don't spread negativity..there is most chances of visa approval after settlement...becouase if our file was strong and every thing was good thats why they offered settlement ...
i have not seen or heard any person who got Refused after settlement...this is only one person who got Refused after settlement...so please think positive..we all will get approval

There was one more case. She got settlement and then refused and again did jr and sadly judge dismissed her case in final hearing.

Update: Oct 2021: Refusal of study permit: Purpose of Visit: Re-Applied in Nov 2021, Second refusal in Feb 2022: That contravened previous stay in the country: Web form raised on 5 Feb 2022 and provided copies of passport pages confirming that never travelled to canada or other countries. Today got refusal letter on portal, refusal reason is that Purpose of Visit:
This is so disappointing that they just go ahead and do what they want to do:

What is your opinion on this, go ahead with JV?

That's ridiculous. A very small number of people were successful with reconsideration request so far.

Yes, i think the best option is Judicial review in this case.... they dont even look at the file if you apply second time or third,

Yes, thats what they did!~~ clearly hiding their mess and slapping a old reason, we had filed the application with all evidence that they will be returning back to the country and he had reference letter from intern too...

You have 60 days to file JR from the date of refusal. JR is not easy and not for everyone. Takes a lot of energy, time, patience and money.
