haha seriously i am surprise a lawyer is not aware about chinook 3plus tool.... Chinook is an Internal IRCC tool used by immigration officers to speed up processing of immigration applications. A group of Canadian immigration officers created this electronic tool to process applications in bulk and faster, outside of the official case-management system (GCMS)

I came in this forum to see what happens after judicial review as I am gonna start on Wednesday dealing with people cases. Yes I don’t know about chinnok as it’s new and not as discussed and I am pretty sure it’s only for big offices for example Delhi, Ontario and stuff. There is no formal process or rights to appeal within IRCC. The only option would be to re-apply or judicial review.
A judicial review can be filed if due process was not followed by IRCC; that is, the visa office did not assess the application properly despite being presented a detailed and thorough application which highlighted all the necessary facts. In order to be granted leave via judicial review, one must prove that IRCC did not perform their job properly. Judicial Review will not be successful if the original application did not preset a strong case for approval.
Well, you should seek advice from senior members on this forum since it seems like a complicated situation. As per my understanding, you need to have LOA for the same program and institute, you can't change it. So if you don't have an LOA anymore then this could be an issue. If the LOA has expired then a new LOA is required.

The post you have quoted mentions that his application was reopened on Nov 1 and documents were requested on Nov 3. Didn't reopen again, I am just asking him what documents they requested.
