Please I need your help here. My file was transferred to Etobicoke for processing in June.

Last month September, I received a procedural fairness letter requesting for 15 documents. I have provided most of the documents and yesterday I received pre-arrival service letter and also police certificate.

Does the pre arrival letter equates acceptance of my documents/application?

My application is an Inland spousal application.

Pre-arrival is a generic letter that does not signify any particular step in the process, unfortunately. I think the letter you'll want to keep an eye out for is the AIP one.

I saw that Biometrics, Medical Exam, Eligibility are all marked completed.

only Background verification is in Progress.

Is that also a positive sign?.

seems so. If your eligibility is marked completed, you guys should receive SA and AIP Letters soon!

What kinds of documents did they request? If they had to do with your relationship, then the fact your eligibility is now marked completed is a good sign that they were satisfied by the documents. Otherwise, it might be part of your background check.

The officer said he wasn't convinced the relationship was genuine and requested for documents to prove that we're and living together. The background check is still in progress

"Based on the information available to me, I am not satisfied this is a bonafide relationship and may have
been obtained for immigration purposes. Further submissions and documentation are required to
demonstrate your relationship is genuine and that you cohabitate with your sponsor"

Ok, then, it's definitely a good sign that your eligibility is marked complete now. That means they are satisfied that your relationship is indeed genuine.
