When you receive your AOR you are provided with an application number. You can use this for linking your application to GCKEY or for checking your status on the ECAS tool.
I think so. I take it as background check is not started for you yet. You don't need to read everything from IRCC literally or religiously. Except for some important notice, e.g., Biometric request, Medical request, the message in GCKey account is more informational.

We received email that his application transfer OC from VFC (PA country) with the tracking number.
Is this file transfer information?

It may not be as bad as you think. So in your case, you did not get AOR2 (which Warsaw office acknowledged receipt of your file) and did not get MR but went directly to background checking. That is interesting! BGC takes most of the time so it is definitely beneficial to you that IRCC started early on this for you. Congratulations!
I think it happened to our files too.
No Medical yet but looks like ours transfer to PA country also have same message "we are processing your background check

That email is regarded as AOR2 (which means your application is transferred to regional Visa Office), so it is moving alone! MR will follow up. Congratulations!
I see a lot of confusion as to the background check issue. If it shows that it's being processed, then that's because they are doing it. It's not one of the last things to get done, it's actually the very first thing they should be doing, as it literally can take the whole year to do it. Mine started as soon as we got the request for her police certificate in Mexico, so once that's done the background check will be completed.
For people who have lived in more than one country it can get a bit more complicated, so again they should start it very early to get avoid any potential delays by foreign governments.

The Inland and Outland process is a bit different. According to experience by the multiple threads in the forum, for Inland application, background check happens in the early stage. For Outland application, background check happens in the later stage of the process. But again don't treat it as a rigid and religious process, step order in the process can change as seen properly by IRCC who has the authority to do so.
Just have a question, on ecas it sa decision made already. Usually how ling does it take to find out if its sponsor approved?! Got my aor on feb 12. Thanks in advance.
