Inside canada i think it mean both the wife and the husband shall be in canada. But i believe our cases are all from outside canada. My wife is a citizen of Canada and i dont live even in afghanistan nor in india but the visa office is via new delhi. Lets pray and hope for the best.
Checking is really taugh i cant take it. Its been above 8months now since i am stuck in background check. How about you ?
i ordered my gcm notes - it says on there under background -passed and security intiated on jan 18-2017 - also the mp said the same thing to me
background was completed same day as interview - basically its checking ur police certificate to make sure u hve no charges or no issues on certificate.
---update i just visited my mp today n asked her to do inquiry she told me that ALL cases that applied before dec 2016 MUST be approved by dec 2017 - she guranteeeed me that this is true and said immigration minister has advised vo this date cannnot be surpassed no matter wt - sooo let see inshalllah ke mesha before this yr ends
In two responses to MP they wrote that the security is in progress, but after MP when i enquired 2times till now they replied that the background check is in progress. but for you the background check was 1st and security is 2nd.
I am confused now it is possible its just vice-versa.

You and your dependents must complete these forms whether or not they are accompanying you to Canada. Please write your file number on every page of the form. The form can be found at page 22 of the following link:http://www.cic.gc.ca/english/pdf/kits/guides/3911e.pdf
...we were not able to open the link (it keeps opening onto error page). We are not sure what to do with these instructions and are feeling confused. Can anyone help us out please? Thanks.

When we requested VO to send us the form, they attracted that 5 pages form to our email. And that email was from last week so I am pretty sure it's not outdated.

it could be possible that ur mp means to say security but wrote background! its hard to tell what they mean - u need to order ur immigration notes to verify what exactly is going on - i believe background is 1st then security
