I am getting a headache now, thinking about it. I requested a letter from my employer to request IRCC to help me with my ecopr as soon as possible, and I attached it to a web form, I hope this helps.
Unfortunately no one seem to owe anyone any explanation.

They generally restart around this ongoing week and cover most of the pending CoPr’s by Feb each year.

Believe it or not, back in 2021, during COVID, eCoPR issuances were faster. Like majority of the people used to get it within a week from their P2. Some even got within days!
Let's be honest. There's obviously an internal reason why they haven't issued eCOPR lately. Most workers are back in the office after the holiday by this time. There are basically very little draws in the last few months. Whatever that reason may be, I just hope that they would start processing coprs again soon.
By the way, my guess? IRCC stopped renewing terms (temporary employees in government term) about 2 months ago. And today, they just announced Work Force Adjustment within IRCC (layoffs in government term).

Your are right. The last draw was like 2 weeks ago. My concern is why not communicate the reason for silence. Is that too an immigration or privacy strategy.

I do not know. I do not think they will cancel the pending eCoPRs. My expectation was that once January comes, they will start issuing out CoPRs really quickly. That did happen for like the first week, but since second half of last week, they basically slowed down to a halt. So i guess we are now in uncharted territory.

January 10 ecopr, have you received your PR card?
Immigration minister has started giving out the immigration quota for 2025.
That could be the only reason behind this delay.
Day 49th, still waiting for eCOPR.
