I called IRCC today, and they told me all steps were completed and that the application only needed to be finalized (whatever that means).

I called ircc today.. i got same response they said your response email in queue

Update: Please contact IRCC, sometimes the system mess up the email and you may not receive it. I sent a request to resend the email.

Yeah that's normal, you should PPR / Portal email in the next few days (SHOULD)

Though, my Portal 1 email came before "Final Decision" message was on my GCKey... so there is no definite hard and fast rule on how they process things

I just called IRCC and found out they sent me an email on June 15 for portal request. But I did not receive anything, so now they are going to send me back that email.

I would say, try calling them once if you are waiting for more than a week after ghost update on your profile.
