I am also on the same boat. My ECAS updated as DECISION MADE ( Med done, sent, updated, RCMP requested, sent, updated on file) on Jun 07, 2013 and from then there is no communication from CIC.
I have ordered my GCMS notes on July 05, 2013 and supposed to receive them on Aug 5/6, 2013. I haven't received them yet. When I sent them a mail to ATIP (GCMS notes) on Aug 8, they responded that it is being finalized and will be sent shortly. 4 days over and still waiting with a hope.

I sent an email at 30 day mark and they replied next day saying my file is "being finalized and will be released shortly", exactty like what cecapp369 received. And then at 45 day mark I sent an email again asking about it, 5 days no response. Now it's totalling 50 days since I requested it and they are not responding to my emails any more...
Please check details on Eligibility.It is somewhere in middle. It will tell when was your file opened, who opened it and in FOSS notes somewhere in last, it will give more details on your eligibility.
No, it simply means that it is not paid, that's all.Since you have not been requested,you need not worry.This status remains "outstanding" from the Ist day your file was created.

My officer is PO01603.
My eligibility on main page says In Progress, and then on one of the details page says Recommend Passed.
My criminality is In Progress.
My medical is Passed.
Almost everything is the same.
The only thing I'm wondering about is why eligibility is only In Progress (Recommend Passed) not a straight Passed.
