Okay. Did you log in two days ago and try to look at your applications and accidentally create a new one?

I found out this one today
Two days ago I didn’t log in CIC online

On CIC website online service
It clearly stated that you need a personal reference code to start a new application on temporary permit such as SP WP OWP PGWP....
I don’t have a reference code.
It’s odd

Yes, the questionnaire is how you create an application. IRCC didn't create an application for you - if you filled out the questionnaire, you created an application.

The questionnaire gives you the reference code.
