My AOR is Nov 4, 2016 and I 'm PNP-Inland. My background check did not change the second time to "In Progress" yet. Still stuck at "Not needed", which after today's change in the CIC site changed to "Not needed" which perhaps is the new "Not Needed".

Have your file been transferred?
APLs usually has to do with the FOSS system.
This has to do with changing information for applicants, especially when they change the RC code to reflect the new receiving office in the FOSS Screen.
I think it is just changing codes to reflect your new visa office when they want to transfer your file.
Anyways, I am just guessing here. Maybe someone else can provide you with another reasonable response about APLs.

The notes I received in Jan 2017 ... I subsequently contacted CIC for a change in my address ... and was told informed that my VISA office is Ottawa ... which is consistent with what was in the notes.

Eligibility needs a final officer review to pass. An initial recommendation is made by an agent in the early stage, which could be checked simultaneously with Medical or not.

From gcms notes I have seen.
Medicals is actually the first thing to get passed, followed by R10 check, criminality and A11.2.
So medicals can actually be passed and the applicant fails R10 check. This is when an applicant receives a cancellation letter for an incomplete document even after medicals has changed to passed on MYCIC.
The case analyst okay A11.2 check and file is transferred to LVO. The officer at the Local VO will go over everything and in most cases support what the case analyst recommends.
Only then is your eligibility surely passed.

Apologies..i got transfered from west to east..and was caught up with the move..actually still am..
Ill make a small correction to your response...
The R10 is actually is a completeness check..if theres something missing they will request for it..if all docs are there, file goes to analyst for a11.2..no one would actually fail r10 unless no relevant documents have been provided..

Question for you both... what do you need to see on the GCMS notes to know your R10 check is passed?
Is it the statement "POLICE CERTIFICATES R10 OK" or is there a subsequent note that specifically states R10 passed?
I ordered my notes too early and the last comment I see is that...

I know R10 = completeness Check, I just assumed everyone knows what that means and didn't specify in my previous message. we have seen people reject for documents missing. The only time they request for missing documents is when those documents are not listed on cic official checklist. E.g schedule A, schedule 4 etc. which was why I said unless an applicant fails R10 check.
Any other documents listed in the cic checklist and not uploaded will most certainly lead to cancellation as incomplete.
