Just researched and got to know, S.21 is privacy of security matters which CIC won't share even with the applicant. Like security showing not started but it may be in process already.

The last note, note 33, basically says "** Agent Review** Police Certificates R10 OK. All .... [says basically all PCCs are NRT and thus Criminality is passed and Education and ECAs are consistent with what was claimed] and is dated 11/2 (3 days before issue)
That's is... absolutely nothing on Eligibility, which usually follows the above note and on many notes I;ve seen were updated on the same day as the R10 OK note you see above...
Ah, next due date on application assignments is 12/3, so I suspect I should see some status change or update after this day!
For security the status is not started, but it's already been assigned to RC-6262 (I guess this is an officer or department) with due date 2018/01/19... ??? But I think I've read that this is always the casem right? Due date for security is always +12M into the future....
I know most people before December saw a lot more in their Notes within the first two weeks, KAMY had said everything had been done with the first two weeks and there there had been nothing for a while, but I'm guessing due to the massive number of ITAs we've been seeing the initial checks are now taking longer to be done.
Don't want to discourage anyone form ordering notes, but be aware that if you do what I did and go against the general recommendation of waiting at least 2.5 months, be prepared to be disappointed when you get them. I should have waited and ordered two weeks after my BC turned back from NS to NN (which was on the 11/2), lucky the notes weren't issued sooner, as had them been issued on the 2/2 I wouldn't have seen ANY notes from officers...
Two other interesting things about my notes:
- I had a previous WP with an 8 digit UCI number and they updated this new UCI number now with 10 digits, there was a note 32 stated that I was issued a new UCI number (interestingly enough there is a mention of 3 secondary offices - CPC-Ottawa, CPC Vergreville and OSC dated around 2010 whcih was the date they issued my WP)
- "Counterfoil Required: Yes" so found out I'll need a visa after all... I have two passports and was wondering whcih one they'd consider for CoPR purposes and it turns out they consider the one where you're residing
Lastly my files has around 260 pages... The reason I found is that every time you log into MyCIC and change your profile it dumps all the information into the notes... I performed various changes at the beginning and before my ITA, all these wee dumped into the notes within their respective section. Key message here - if you're like me and changed you profile a lot before your AOR, get ready for a big file! Nevertheless, the useful information is on the first three pages and on the last few.

Yes, these are all sections of an act which gives canada officials the power to deny some information like privacy, information they have gathered through agencies, information gathered from other government offices or foreign governments.Actually, there are some fine differences which are available and also need good legal interpretation.
To summarize, you don't need to worry as hiding some information from GCMS notes is standard so that the sources are not revealed.

You have nothing to worry about, seems like your security is what's delaying.
