I can understand your pain - it's been 4 months and 2 days since I've landed and there's no PR card on the horizon yet. I've received 2 photo rejections so far so you can imagine my plight
Anyway the point I am trying to make is: don't lose heart! Your card will be with you sooner or later.
I have raised Web Inquiry hoping that I should get a reply by Friday but to be honest not expecting any.
They don't accept calls from outside of Canada.
What are the other ways to reach them?
Yes, web queries are often replied in a standard cut-and-paste manner. I think there is a number to call them from outside Canada; someone on this thread had shared it a few weeks ago. Good luck.

Just to update you all, photo received on 18th May is still under process, as per my discussion with CIC agent. My application is as follows
Landing - 27th March
Photo request - 8th May
Photo delivered - 14th May
Status updated in system - is 18th May
Application status- submitted till date
My PR card is delivered. Thank you for providing me related information.

PR card application status changed from submitted to updated (and again back to 'submitted' status) on 14th June
No photo re-submission request
Status changed to approved on 18th June

If you would like to have proof that your photos were received, you can use registered or express mail with Canada Post or a courier service such as Purolator, UPS, FedEx, etc. Please instruct the courier service to use the address listed below:
Since I sent by UPS, I used the last address. Come to think of it, I should have sent to the PO Box for new applications, maybe they check that more often or something. Well, there's nothing I can do now
Hi, I am in the exact position now like you described - I want to send to "49 Dorchester Street" address via Fedex as they don't deliver to PO Box. Did this address work for you? Thanks.
