Your question is unclear. If you have not already landed, why is your wife not already included in your application as a dependent?

She is not included in my PR process, because I get married during the federal process, after receiving the CSQ. This is why sponsorship will make it outland.

1) Not yet. I will land in Canada in April as a PR.

You can sponsor her as soon as you arrive in Canada. Since you are a PR, you must live in Canada for the entire time her application is being processed (apart from a few short 2-3 week trips outside of Canada). If she needs a TRV to visit Canada, chances are quite high it will be refused since CIC knows she has plans to remain in Canada long term. If that happens, you will have to live separately until her PR application is approved.

No, the opposite....because the officer won't be convinced she would go home because your presence in Canada is a strong tie for her to want to remain. She is certainly welcome to try to obtain a TRV but if she is denied a TRV, she will need to wait until she is able to land as a PR before she can come to Canada.
