I am Moroccan of Canadian nationality currently living in Morocco
I would like to sponsor my 2 month pregnant wife.
is it possible to apply from Morocco and after 4 months on request a tourist visa for my wife?
If we ever go to Canada with a tourist visa after the sponsorship application(Outland), is it possible to transfer the sponsorship application(inland) in Canada?
If not, do I have to make another sponsorship application in Canada?
You can do that, but a TRV is not guaranteed if a spouse is in the process of being sponsored for PR. It's possible, but hard to prove that she will be a temporary resident as they will know she is trying to immigrate.
You cannot transfer an application to inland in the way you are describing, but she can live in Canada and continue with the Outland application either way (if she gets the TRV approval of course).
Just to confirm, you can start the sponsorship from Morocco only if you are a Canadian citizen.

I would recommend that you sponsor your wife outland now.
You can apply for a TRV for your wife as well. Unfortunately processing times for TRVs are extremely long right now (estimated at around 210 days).
You cannot transfer an outland application to inland. If you get a TRV approved and travel to Canada, my recommendation would be to leave the application as outland rather than withdrawing the application and reapplying from scratch through inland.
The chances of TRV are relatively low especially since you are married and she is pregnant so I would be planning as though she gets refused for a TRV. If she gets approved that's get but the large majority are refused.
