On Page A2 of my Country Specific instructions it says to supply four recent photos for each member of your family and yourself. Does this mean everyone regardless of where they are going to reside?
My wife of 24 years is a Canadian Citizen living as a resident alien in the USA since 1968. Our three kids (ages 23, 22, 15) are USA born to a Canadian Citizen. I am submitting to be a PR, I have proof of Canadian citizenship for my son (15). My other two are on their own and do not plan to live in Canada at this time.
If I understand correctly I will need four pictures of all five members (Spouse, myself + three kids).
if you don't include the two elder kids, you can NEVER sponsor them in the future, but they may not be eligible for sponsorship as dependant children anyways, so that would not matter.

is over the age of 22 and has been continuously enrolled as a full-time student and depended substantially on the financial support of a parent since before the age of 22;

my fault, i misread it as us citizen staying in us, and not canadian citizens staying in us. since they are already canadian there is no sponsorship question with them. to be absolutely sure, you can ask CIC through their call center.
