I have submitted my application and received the AOR recently. I have submitted a cover letter with all the supporting documents toward "Work Experience in Canada" as my company refused to give me the Reference letters.
Did anyone, who is in the same boat as me, received MR, PPR, RPRF or PR from CIC lately?
I have heard about people doing this , including some of my friends , honestly you have done the best you can do , but everything depends on the VO who looks at it some approve it some reject it

No one will be able to tell you that you get the application approved or not, as you have not
submitted all required documents.
It is up to the VO assessing your application to accept the supporting documents, or not.
If you ever get updated letters, something, email it to CPP-O asap and have it added to your file.
I have started this thread to interact with people who are under this scenario.
*) Submitted the CEC application without Employer reference letter
*) Employer refused to provide
*) Applicant submitted with supporting documents such as,
1) Letter submitted while applying for initial WP or extension containing roles & responsibilities
2) Letter submitted while applying for initial WP or extension containing Salary details
3) Pay slips containing the pay and hours worked
4) T4 & NOA
5) WP copies
I came across an applicant who was successful under this scenario. So it would be great if people who have experienced or still under this scenario or whose application rejected due to non-availability of reference letter to join this thread.
Also share your timelines and questions asked. I am trying to collate the information and put it in an excel sheet which I will share shortly.

I'm like same boat as you, I send my application on Sept 30, and still waiting for AOR,
I sent old reference letter where duration my work, pay slip more than one year, NOA, T4, copy of offer employer with all duties, copy cheque one year b cos there address and company name,
Hopefully is good enough to make VO proccesing my application. Keep hope.
But I will keep asking my bos to write down new reference letter to submit after got AOR. If still not give it. Than pray hard.
I am in the same boat, submitted supporting documents along with application as my employer refused to provide reference letter. I know it's a hard situation, but let's hope for the best. I am March 2013 applicant waiting for further updates/process from VO.
