Well, it's something for you, your parents and your partner to discuss. Given that there is history of health concerns, they may request a specialists opinion in both Cardiology and Oncology. The last estimate I heard someone in here claim for Cardio alone was $5k. And that's after you pay the sponsorship fees, and the cost of the medical already.

Not trying to set off the Delta-Bravo alarm here, but I want to make sure you understand and expect what can be coming down the pipe. Don't let it dissuade you, if you really want your folks to live in Canada. Just wanted you to be prepared and not get bill shock when you are already $2k and 2 years into it.
Technically speaking, the present sponsorship is excluded (for now). When you go to file for your folks, you have to state the number of family members and you have to state your earnings (and you can have a co-sponsor in this to extend the LICO).
I haven't took enough time to really read the guide and Quebec has a different LICO than Canada, but the Quebec online tool was asking the family size, how many current undertaking, and how many to sponsor. So it's unclear to me, but if we were to file for her parents, as I would cosponsor, the undertaking of my wife would count (if I understood correctly). But as I said, I didn't put much efforts to really understand all details as this is not in our short-term plans.

After you and them go through the questions they want to ask (simple -- not a test), you sign, they sign, and you keep a copy of the paper. About 3 months later a Card comes in the mail that you can use to enter Canada with.
You have to update your health insurance (so they know you are a PR), and SIN (immediately -- this will be a permanent number for you)

There was this "reunification" talk from QC's Premier. DreamyJ shut it down (probably a good idea), because they wanted to re-open the discussions around Canada's Constitution. Realistically speaking, despite the (sometimes genuine) sparring between others and QC, you live (mostly -- kinda?) by Canadian law, so why not undo some of the extra "fluff" and just have the appropriate departments perform your wishes? It confuses me to no end...

I think they will make their target. They only have to start December 2016 in December 2017 to make it.... How crazy is that? Last year this time, you'd have told me I am high on paint thinner to think they would ever bust down the backlog this quickly...

His talk about constitution is just for his reelection. You know, there are now 4 significant political parties in Quebec. The liberals have the power for 14 years now (with the exception of an 18 months minority government of Parti Québécois). The CAQ (a bit more on the right end) was continously 3rd in the polls. But in the last 6 months, they are very close to liberals, even leading in the French-speaking population. So the liberals want to reorient the debate around separation/federalism as they easily win against parti Québécois. Having some quietness about the federalism/separation bring the debate to left/right which currently favors the CAQ.
