Because as it is right now i believe to sponsor parents to Canada is under a "lottery" type system and is EXTREMELY difficult right now... ( Unless that has changed since May).
In this case the Sponsor is simply withdrawing because the applicant is under Express Entry so this way he/she can eat his/her cake and have it too. Good for them
I tell you, man... I feel it's coming. There are soo many cases queued up in "precarious" positions that would only need a little 'tip' -- like Canada Day! *poof* tsunami!

That's nothing. Twice they took my wife into secondary for the immigration "grilling". The last time, when she told them she was here to be with me, and that we were filing for an inland sponsorship, they spent 2 hours with her explaining she can't do that....
Dear Profiler, My husband (Sponsor) received an email from Case processing officer requesting documents confirming that he has maintained residency in Canada since filing of sponsorship application. Surprisingly all those documents are to be sent at this link https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx.
While I have uploaded the documents to this link in the form of an enquiry, I would still like to post the hard copy documents. Would you know where should I send it? CPC Mississauga, 2 Robert Speck Parkway, Suite 300 OR CPC Vegreville address?

If it's an inland application, then it would go to CPC-M. But you can slow them down if you send two copies. When you send the files to CIC via CSE (the link you supplied), they will reply right away telling you they have received your request. When you send hard-copies, unless you send via courier, you will have no proof that they got it.

My Husband has PR and he left Canada for 2 days to go to the USA since filing the application in Dec 2016 and is scheduled to go to India for 5 weeks in Mid July.

Well, even if you have a delivery receipt, you won't have the proof that it was attached (CSE will give you that). It will also cause probelsm with respect to duplicate documents. Depending on what it is, that could be an issue (not for you, but any issue for them slows them down).
With respect to your comment about leaving Canada: they obviously already know that he left. Problem is: he must remain in Canada to be eligible to sponsor you. So, it sounds like they might be squaring up to refuse your application due to your husband leaving Canada. Time will tell, of course!
