They asked for no photos. They asked for "proof of address" basically IIRC (essentially that's what co-habitation proofs are). So, it takes 15 seconds to review that. WTF is this two-days shit?
EVEN IF you submitted relationship proof as well -- IRCC/CIC is reviewing entire cases (SA -> DM) in a couple hours now.
There is nothing, besides just being a lazy bastard, that would require someone 2 days to review a few proofs....

To my surprise, it is a approval letter, BUT for someone else in Ottawa! No clue who that person is, the application number & UCI number is totally different than ours.

When they do the Security checks, they have external partners (Eg: NSA/CIA, MI-5/MI-6, etc) that they will consult to see if they know who the PA is, etc. If there is a slow down on those (which there will be), or a slow down at CSIS (who is the Canadian side doing the overall process of the Security review), then you will be held up at Security. Means poor timing.
