That's not really long. Like you stated, you're 2017 applicant. quite a few months at least to go.. As for GCSM notes.. only sponsor can apply for it on your behalf in which you sign a consent form. can be delivered by mail or email. Recommend email of course

Actually, I think this is the best way to proceed (to have the sponsor requiring them with the consent form signed by the person being sponsored) but sponsored people that are in Canada can also ask themselves. That's what we did. My wife and I were both requesting GCMS notes and we were both receiving the notes without the info related to the other. We just did not realized we could use this consent form and do only one request.
congratulations! DM on the sponsor side means sponsor approval (SA). In our case, we got the email confirming SA few minutes later, and then few more minutes, we saw decision made on the PA side and we got the email stating AIP. Our DM letter came the next day. The time between the DM letter to the landing varies depending where you will land.

My Ecas status for sponsor side changed to decision made on monday but no email notification yet.
CIC requested RCMP fingerprints for PA..... any idea how long its going take for final decision after submitting RCMP results.
I am not surprised that the call centre mislead you. They are not waiting for reports from RCMP or CBSA.
CBSA and CIC are under the same ministry, and share systems (GCMS; noted above; is used by both). For them to get a "report" from CBSA, is instantaneous. It took longer to type that out, then it would for them to get the result.
RCMP is also under the same ministry (Public Safety). They literally (you will see this, if you order your GCMS notes) send an email request to a desk in Ottawa that, within 5 days typically, will respond with the report.
It is more likely, that they are waiting for CSIS or Interpol to finish tracing your background. They use CSIS, and many international partners to verify your backstory.

So they are working on your file then. DM is almost always positive result on the sponsor side. It's pretty hard to not be able to sponsor. As to the final decision on the PA -- no one can say unfortunately. But looking at your file means they are actively trying to clear your file from the system ... it could be any day!
another question, this is coming from my husband. What if my OWP expires in Feb, can i keep working until they make their decision? What issues would i face if i choose not to mail IRCC to correct my OWP?
Unless you make another application for OWP, you must stop working on the end date of the OWP. If you make an application to extend the OWP, you can continue working until they send you a new OWP. You would have implied status.
As Sylvain1 stated, it's better to try to get them to correct it. But if that fails, send an application in for a new OWP (assuming no case activity) sometime around January.

I don't think this is based on an office basis. I think it's officer to officer. Our case was processed completely at CPC-M. It was finalized at CIC Kitchener.

Ok I understand in Mr. Carol case they extended his medicals even done November 2 2015 and they let him do landing interview when his passport expires may 21,2017 we got lucky with an officer
Hard to say. The rules are that you have to have a valid security and medical results when you land. Technically, the medicals are only valid for 1 year. My wife's were out of validity for 3 months. Despite her being here since 2015, they wanted it redone. Within days of i t being submitted, they sent her a landing invite.
