If you order the notes, there will likely be remarks in there about WHY they are sending the application to the local office. Or you can just sit and wait for them to call you for an interview or something in 12-14 months and be surprised by what they want. It's your application, your choice.
When a file is sent to a local office it usually means there are concerns about the relationship or the admissibility of the applicant. At that point your application is not longer in the normal processing timeline and can take 2 or more years to get finalized. I would suggest that you apply for your GCMS notes and take a look at the reasons your file was transferred and try to counter act their concerns early on. Good luck.

I am on the exact same boat. Married December 2015, applied April 2016, passed all my medical / criminal checks, sponsor application approved and November 2nd my file was transferred to local office for further assessment. Called CIC they said their processing time is its own and they can't give me any estimate but they mentioned I can extend my open work permit if its coming to an end. But I am good until October 2018. So hoping I get some response before that.
I am going to have a baby in April and I got a pre-construction property closing in August! So hoping for the best here.
