Technically a single candidate can get max. 520 points without any canadian ties.
Here is the basic table:

But when you just check 4 basic factors you will get this:

Now here is the fun part. If you loose just 0,5 point on language testing you can loose 58 points on the spot, while being PhD with just 1 year of work experience (which can be part of your studies on university), you will only loose 25 points (which makes you still eligible for the current cut off).
What this importance table sais?
Languages are very important, studies are important, age is prefered, but work experience is not important.
Initially I thought you are an American citizen immigrating to Canada, but now it makes sense. I was in the same position. Need to be on h1b for a while before they process your green card.

MINISTERIAL INSTRUCTIONS RESPECTING INVITATIONS TO APPLY FOR PERMANENT RESIDENCE UNDER THE EXPRESS ENTRY SYSTEM (OCTOBER 19, 2016)
Determination — number of invitations
1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on October 19, 2016 and ending on October 20, 2016 is 1,804.
Required rank
(2) Foreign nationals who, on October 19, 2016 at 12:20:50 UTC, have been assigned a total of 475 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.
I think if CIC continue making such big draws, the cut off will definitely come down, but I doubt it can reach 450 or even lower. Considering retaking IELTS... Anyways, it's a good news for everyone in the pool.
