Coming from a well-developed country doesn't mean the life must be great. Everyone has their own story and it may also be a do or die scenario for them. We can never tell whether one needs the invitation more or less.
I think it's based on previous observations. It will definitely fall, not as low as 438 though which is why we should all make efforts to increase our points
It was also assumed in 2018 that score will decrease in 2019. One more thing in the pool there are lots of people between 44-460 will with one or 2 year experience they will increase their score because of their experience.
Don’t forget Inland applicants. Student finishing their studies in Jan will get PGWP IN April and who finishes in May will get in August.
So all applicants who received PGWP in 2019 will be eligible to be in pool by 2020 and also there are some PGWP people in pool from 2017,18
In 2019, there is a huge influx of EE applications from USA due to uncertainty of H1B or L1 or GC. New applications are still keep coming up. People who had CRS ~460 were so confident last month about ITA but things changed after the last draw. It's harsh but only thing to beat the competition is to get CRS score improved, whether score will go down or not is completely out of anyone's control. Cursing or trolling does not help. Good luck guys. Wish we will see a low cut-off from today's draw.
