If I may I ask you please, which number did you call? Can we call them ? As the only way to communicate with them is the webform. At least this was stated on cic email. I would to call them and figure out where is my file at the moment ( in which visa office)

That is not quite accurate. You can enter the EE pool however if you receive an ITA then you need to either reject the ITA or withdraw your quebec based federal application.

With and without ECAS, the only way is to await a communication from the visa office (more info, medical, payment,...) This is when you determine exactly which office is processing your application.

I don't understand what you mean by ecas not accessible to linked applications. To find out your visa office you can call CIC call centre or wait for a communication from the visa office as cmack mentioned. Note that CIC call centre agents cannot get info on files that are processed outside canada. the only thing they can tell you is your application has been received and the visa office it was sent to/ they cannot see any other info such as the status , level of application now. They info they see for outland applicants is what you see in ecas or maybe less. here is their number, 1-888-242-2100 you can call during business hours to talk to an agent./ be ready for a long wait time. maybe 40 minutes . if you know your visa office and want more info like on the status, you can use web form. but note that for some visa offices , if the answer to your question is found online , or you are within the processing time , they will not answer you. Also note that answering to your inquiry increases processing time ...so it better be important. there used to be the option of paying 80$ to get specific and detailed info about your file but trust me its not worth it..if you dont hear from them, know that no one has touched your file yet, and your file cannot get missing as they have them save electronically . Just be patient .. your application is in queue waiting for its turn to be processed
