[size=10pt][size=10pt][size=10pt][size=10pt]Hi,

As per august 1st, All files that were not considered for interview, shortlisted or on waiting list will be completely treated as per new rules.

So AOT & Language proficiency both will be validated as per new rules.

Hi Mina,

Here is what I was able to find:

A diploma attesting to training must have been obtained in the 5 years preceding the date of filing of the application for a selection certificate; failing that, the foreign national must have practised full-time a profession related to the diploma for at least 1 year in the 5 years preceding that date.
http://www2.publicationsduquebec.gouv.qc.ca/dynamicSearch/telecharge.php?type=3&file=/I_0_2/I0_2R4_A.HTM

So it is when they consider you to have "filed" the application. Here is what the GPI has to say about the date an application is considered to have been received:

La date de réception de la demande correspond à la date inscrite (tamponnée) par le Ministère sur la Demande de certificat de sélection (DCS) au moment de la réception de la demande. En outre, pour être considérée comme ayant été reçue par le MICC, la DCS doit être dûment remplie, signée et accompagnée des frais exigibles.
http://www2.publicationsduquebec.gouv.qc.ca/dynamicSearch/telecharge.php?type=7&file=GPI-3-1.pdf

So when they receive your application, they stamp a date on it. If it is properly filled out, signed, and is sent with the appropriate fees, then they consider your application to have been received on the date they stamped it.

Mina, as I understand things, they will process your file mostly according to the new rules. This is bad for you. The only exception is that they will likely allow you more time to reach B2.

The five-year rule is applied from the date they received the application, not when they start processing it. This is good for you.

You can be sure that your application will be in new rules only and preliminary examination may not have happened on your file

You will get a mail or email on when you should submit your upgrade, but to my belief you will be given 18 months.

The deadline will be in the email or mail.

The point will be considered individually, you need not have all B2 to be considered for 10 or 12. If you gain B2 and B1, then you will be awarded relevant point for your B2.

According to their website, it's Jan 2012. "If you have submitted an application for immigration before this date and your file is complete, you should have been called for a selection interview."

This is for applications who need the adaptability points or where there is reason to need an interview. We have enough points and do not need the adaptability points.

Maybe I should have been more precise. I mean with the interview being required.

They can do the interview even if you don't need any adaptability points. This is the only piece of information re processing times. I think you are lucky you have at least something, my country reads "No selection interview for these countries currently". So I don't know anything!

Don't worry, be happy :)
