Yes, you are right. One strange side effect is, that ppl who have reached point treshold, or waiver treshold without french scores, will still have a chance, while those, who sacrificed time and money to reach A2, B1 french levels, and by that show commitment to learn french, and integrate successfully into Quebec, may be refused (after fees were encashed already by the way). Guys, do not mix up Opening the file and Preliminary Processing. Those are 2 different phases. Look into the english translated instructions, first is 4.1, second is 4.2 in it, totally different sections even. I think the opposite. Also, when I called MICC, they said "my file is opened, but not in process yet, I have to wait longer..." What do you think will happen in a few days? Nothing, except they MAY publish AOT list at last. Otherwise no one will clarify anything about those issues we are talking about. Rules are already published in Gazette. Instructions is published also.
