PR expired today.
1. 730 days not fulfilled as stranded in his home country due to COVID 19 in 2020.
2. Person in Canada now.
3. Can he apply for PR Card renewal?
4. The person has his own business in his home country for which he needed to travel there.
5. Can he also leave Canada for his business at this PR expired period without renewing?

Person should wait until they meet the residency obligation before they submit the renewal application and not leave Canada until they meet RO. COVID travel restrictions are long gone and IRCC does not accept COVID as a reason for failing to meet the residency obligation.

He can certainly leave Canada without renewing but then he will most likely have trouble returning and keeping his PR status.

Thank you so much. One more question. He stayed 430 days in Canada out of 730 days, meaning he is short by 280 days. So if he doesn't renew in 280 days will he lose his PR status?

No, he won't lose his PR status.
