How are you ?
Few simple questions (not very simple)
1-If some one stays for less than 730 days during PR validity and does not leave till he completes the 730 days..Can you renew his PR?
2-What do we mean by an officer reports an entry with less than 730 days to stay within the validity (Does he stop the person from entering for just report to revoke)?
3-Any chances for people who stay less than 730 days to renew or appeals are hard to be accepted?
1) need to show in the PR renewal application minimum of 730 days in the 5 years preceding the PR card renewal application. PR cards expire , PR status can only be revoked or renounced . So even if someone has an expired card they are still a PR, just cannot travel outside Canada without then getting a new card or a PRTD.
2)a PR is always entitled to enter even if reported at the POE for failing the residency obligation. If attempting to renew a PR card with less than the 730 days in previous 5 years that also could lead to being reported. In either case being reported would be subject to appeal before any revocation.
3)impossible question to answer given every case is different but if reported chances are PR would eventually be revoked. Personally have no knowledge of how many appeals might succeed but would suspect they would need to be solid H&C cases.
Meeting The residency obligation is generally considered very generous objective to meet and many people might think why would anyone go through the considerable effort to obtain PR status in first instance.
