Yes, IRCC has recommended PCC from local police station in their website, but I have seen many people getting PCC from PSK and they are not from New Delhi.
I have also seen people getting rejected if they are uploading PCC from their local police station. As the PCC from the local police station only covers the duration you stayed in the area from where you got PCC (local Police Station). To be on safe side, get a PCC from PSK as it covers whole country.

Yes, it is still valid. I know cases where applicants have got PPR who submitted PCC from PSK post the update that your referring to

I have applied for PCC from Delhi police website. But as I have lived in other states too do I need to get a PCC from PSK as well?

Where does it say police clearance from passport office is not valid? Can you please pinpoint? Passport office is not an option only for non citizens.
I still see that they have mentioned passport office as one of the option for all citizen residents from any state.
PCC obtained from PSK (Passport seva kendra) is valid.
In fact, it is better option, since it does not mention the duration of time you stayed at particular address.
You need different PCCs only if you stayed in another country for >6 months

In that case get your PCC from PSk as it will cover all the cities. PCC from Delhi police will just cover Delhi. And you only need 1 PCC from India.

In the link you only provided, it clearly states that PCC obtained from Passport offices (PSK) are valid
Okay so the police station PCC is not the best option. I had read somewhere earlier that police PCC was 'prefered'. Anyway I will appy at PSK for PCC now.

Obtain a PCC from PSK ,New Delhi. That's it. You are good to go
I got PPR couple of days back and i uploaded PCC from PSK only ! I do not live in Delhi.
