If you are in Bangalore, you can get a clearance issued from the office of the Commissioner of Police.
It seems to be a straightforward process and you can also apply online for it.
Google - bangalore city police PCC - and check the first link. It lists all the steps.

thanks tp_ee for the info. It seems Bangalore has two options. What about other towns where they have Passport Seva but no clear option to apply to local police station ?
