Honestly, I believe this will impact all applicants processing time, including citizenship. I don't see why it wouldn't if they are saying the 25% reduction will be across the board.
But they didn't say it will be a 25% reduction 'across the board' - they said it will 'reach' every sector and branch. My bureaucratic translator says that is meaningless in terms of relative impact between programs - it just warns that no individual positions are safe solely because they're in a program area that's not been cut.
Given the focus on temporary / not filled positions ('term and other temporary'), it suggests that programs that grew recently / are being cut back will be hit first.
That said, there will inevitably be some disruption - even if only from people moving around within the ministry. Eg 'temporary' / term hires that happen to be in citizenship having their terms expire (and being replaced by permanent staff moving from other programs that are reduced/shut down).

About prohibitions, what I have gathered is that it relates to Section 22 of the
Citizenship Act
Which means apart from background check, here they also focus on topics such as past misrepresentations, PR status residency obligations, immigration violations, etc.. I believe background checks are prelim to prohibitions which appears to be much broader.
I'm always curious with things like this - so many people face a delay here but speed through everything else.

My wife's background got completed today. Mine is still in progress. I got a test invite and took the test, but test still isn't marked complete.

High probability that you will be asked to provide fingerprints. That's what I've noticed when applicants do the test before Background is completed. It happened to me and several other applicants in this forum.

Does the tracker ever update during the day? I have only ever noticed updates when I first wake up. Is there any point in checking during the day/night? It seems like maybe it only updates in the early AM EST.
