If you are exempt from the language requirement, the tracker will show "In Progress" for the Language Section the whole time and never change to "Completed", as per other people's experience:

So if your Physical Presence and Prohibition are completed, then effectively your LPP is complete as well.
Many people (myself included) are seeing long delays-- months, in some cases-- after LPP completed, or even in getting LPP completed. Some have speculated that things have been on hold due to the election. I was skeptical of this explanation at first.
However, a friend of mine who is applying for PR through Express Entry told me yesterday that everything has been on hold there as well-- only one draw in her category during the past 3 months, and only one general draw in the past 2 months, where normally draws happen roughly every 2 weeks. So the fact that two different immigration streams (Express Entry and Citizenship) have both slowed down enormously during the same time period makes me think that it might indeed be due to the election.
Of course, that does not account for the fact that some applications still seem to be processed very quickly. Perhaps a general slowdown due to the election affects different VO's differently...
