So I haven't checked ecas in a long time as I thought myCIC was more up to date but today I logged in and it shows decision made on the applicant side!! MyCIC is still showing background check in progress. is it safe to get excited about this or should I calm down?!?! Thanks!
if the applicant side says DM on ECAS, then the applicant will want to keep an eye out for a Passport request letter in email. For ottawa, it seems these letters go out in batches, so it can take 1-3 weeks before you get the letter. the US applicant thread has people who have had DM since 2/7 still waiting for the PPR. The last batch was sent 2/15, so assuming they send batches weekly, it could be sent as early as tomorrow. MYCIC won't update until after ppr/visa issuance, i believe. You are within the correct processing time for Ottawa applicants. Currently Sept and Oct Ottawa applicants are getting approved.

I'd recommend checking in on the US applicant thread to keep track when others are getting PPR letters. there seems to be a growing list of people waiting for it. The Ottawa thread isn't very active lately, so it won't give you much insight.

Permanent residence fee. I didnt pay it when submitting the application, but now i decided to do it even though i wasn't yet asked for it. Just tought it might speeed up the process if they don't have to ask for it. My question is : how do i send the receipt to my VO ? Thnx

I don't think anyone can give you the correct answer to that. Ours took 10 days, some are taking longer. There was a post of someone with decision made from Nov 28th and they say they haven't received an email yet. You are probably best to wait until you have your COPR in your hands before you make any decisions. Heck it could get lost in the mail room or in transit either way. I know everyone is in a rush to be with their families, but better safe than sorry.
