Non-Express Entry(PNP) Online Applications Gather here

Hello guys,

My husband got nomination through BC PNP and gathering all the documents to apply under non express entry. I have few questions here:
1. do we have to write Letter of Explanation? If yes, what to include and please share the format if you have any?
2. I have filled all the forms (IMM0008 generic form, IMM5406,IMM5562, IMM5669) online in the portal except IMM0008 Schedule 4. Is that correct or am I missing anything?
Only signature required was on IMM0008 schedule4, Is there any other documents that we need to sign?
3. What is the difference between Proof of physical presence in Canada and Proof of Status?

I would like to answer questions 1 and 3, as I can't recall anything about question 2 again( poor me...lol)!

Proof of Physical Presence has to do with confirmation that one has been living in Canada. They are the documents that can be used to validate the claim that you are actually living in (or domicile in) Canada. Few of such documents are your utility bills, paystubs, house rents receipts, CRA documents, etc.

Proof of Status, on the other hand, has to do with presenting evidences that you are still legally permited to stay in Canada. Usually, some would define it as the proof to show that you are not out of immigration status. Depending on the type of Temporary Resident Permit one received while coming to Canada, the documens could be a valid Study Permit, Work Permit or Proof of Maintained Status, previuosly known as Implied Status, in case one's permit document has expired.
Regarding Letter of Explanation, I think it depends on individual. If there is any need to expatiate on any information an applicant deemed insufficient, I think one might want to provide more clarity by writing a Letter of Explanation. If everything about the application suffices, there might not be the need.

I would say wait for the medical request because we either submit upfront medical with the application or we wait for the request. We don’t usually submit any documents throughout the process unless requested. You and your family can do medical from whichever country they are in when requested.

Thank you. I fought after submitting application I can send them medical result by using web form. Just, scaring that my wife can't deal with it.

Processing times start from date of AR and yes, its currently 22 months (It hovers from 19~22 months)

Yeah unless you managed to somehow find and bribe an IRCC officer to approve your file immediately, which is what's happening with some people. I am aware of people who have applied only in March, April and June 2022 and have gotten portals/COPR by Christmas, which seems extremely suspicious to me.

It may seem suspicious n all that but, I don't think thats case. I think it could be that some of those applications although being in non-express, those candidates NOC are really high demand/priority for IRCC thru some govt back channels for some economic needs etc.

I don't know - plenty of people who have been waiting since 2018, 2019, 2020 and 2021 have been essential, hard-to-fill or high-demand workers. I think it's purely luck, or a big bribe. It would not surprise me if somebody waited outside Sydney, stalked an officer, came up to them with $50,000 for some hanky panky and no-one knew any better. Wouldn't be the first time a law enforcement officer is corrupt.

Some people are so lucky within 6 months got PR confirmation and stranger thing nothing asked or updated in their application profile for medicals PAL etc.

Its luck only and i have submitted mine 10 months and still nothing moving well. Strange thing without sending any documents request, pal, medical etc and updates in GCC directly PR confirmation.

First my GCC showed that Medical was passed on October 2022 and now it shows we dont need medicals , we will send message if required ? any comments with similar case

I just wanted to comment regarding the way IRCC handles applications in general in Canada. I THINK it's a deliberate 'culture' to slow things down even without any valid reason for doing so. If not, what would be their explanation for an application that has no ADR or any other requirements that should cause any further delay in making their decisions? I think it's just an 'annoying culture of doing things their own way!' This is not limited to immigration applications, it also affects guys with study permit applications!

There is this feeling in me that they know what to do if they want applications to move fast without any issues regarding the quality of their decisions.
For instance, I see no reason why the IRCC still does handle the extension of study permits, which also add a whole lot to the backlogs of applications. Though I don't have the data to verify this conjecure(which is why it remains a specultaion), I believe if study permit extension is out of their repsonsibilities, it will have a significant impact on number of completed applications in other areas, such as immigation applications.

In the United States, for instance, the USCIS( Canadian equivalence of IRCC) has no business in the extension of I-20 documents( Canadia equivalence of Study Permit). Usually, all Post Secondary Schools in the USA have Designated School Officials -DSO-( also called Immigration Specialist) who have special access to USCIC's portal to print out new I-20 documents. They simply check if the student that needs extension is actively pursuing their studies by checking the student's profile. Once this is confirmed, a student can get their study permit renewed in less than 24hrs. You simply get an email from the DSO to come grab your new I-20 document which has been printed within the school. Here in Canada, one can wait for four months getting study permit extended. While waiting to get the new study permit, there some thngs one cannot do. For instance, in Ontario, if you have a Health Card,courtesy of your spouse being a worker, and such health card expires while waiting to get the study permit renewed, you won't be issued a new one even when the Health Department knows one is in Maintained Status. They usually tie the expiry date in the Health Card to one's expiry immigration document. This is not even the point I'm making. What I'm simply saying is that the IRCC can easily apply the USA model to re-issue the study permit so that other immigration applications can receive significant increase in processing time. I think the Minister of Immigration, Refugees and Citizenship , Sean Fraser, mentioned something along this line which he called 'Automated processing of study permit extension applications' ( though the method to be used was not specifically highlighted) sometime in October this year.

If the IRCC can adopt this model and probably start conducting a face-to-face study permit interview for first time applicants, with immediate approval or rejection just like the USA system, this may considerably increase the efficiency of other real issues, which is the immigration systems.

As I ealier suspected, it seems the IRCC system of implementation simply 'derives joy' in seeing tones of work before them, delibrately making things complicated and slowing down things! Hey, what do I know, does all this 'online rant' of mine change anything, is Canada not different from the USA, who am I to teach them their job, do they even know someone like me exist? If there is nothing I can do, why the 'rant'? These are the probable questions that I may need to contend with;it is what it is!

Many in here will definitely get their PR comes year 2023, that is the good news! 'The wait is really worth it but very excruciating,' many have alluded. I wish everyone a happy New Year in advance.

I have to say, this is one shitty end to the year. I'm dissapointed that many people from 2021 are still waiting for approvals while seeing stories of people applying in Mar-Apr-Jun 2022 get COPR or portals just in time for Christmas like it's some fairy-tale. Good for them.

I think IRCC is disgusting and the treatment between non-EE and EE candidates is borderline inhumane. I can't wait to delete my account and never talk about immigration ever again after get approval (hopefully in Q1 2023) or leaving Canada if refused (always possible if I lose my job). Either way, I'm really over it, and I hope for many of us who have been waiting nearly 12 months or more this ordeal is behind us in the first weeks of 2023.
