I am very curious and excited about this new announcement.
My outland spouse PR application was submitted in August 2022, and I have submitted a TRV in May 11, 2023. So for my application, it meets perfectly with this new policy. I am not sure if only new applications can fit here or the ongoing applications also work.
My status right now (May 28):
PR: The PR application has eligibility completed, and shows "Activity status updated: Background verification" on May 25, 2023. I heard that the process can take months even years if it is security screening. So I really hope to be able to have a visa while waiting.

Well, one big difference remains: the inland applicant is already in Canada and already has some status (TRV or other). The outland does not until they receive that TRV and physically enters.
This may seem picky but it is still a significant difference - you don't have it until you have it.
But I get your point, and yes, one of the last significant differences - eligibi.ity for OWP - is removed if this proceeds as announced.
I spoke to my consultant and she said my spouse is not eligible for OWP. My spouse applied outland and she is inside Canada on a TRV. Can she apply for the OWP? She has her AoR.

Hey everyone I have a question about applying for the TRV through GCkey
when I log into Gckey its under my name(sponsor) but the TRV has to be applied by the PA…..so does this cause an issue if the gckey account is in the Sponsor name and not the PA?
