The new rules of 2010, 2011, 2012 income requirement allows fairness and equal opportunity to apply and get in before the cap is reached.

Had the 2013 NOA been allowed, it give them unfair advantage in getting the application in before those who have to wait for all the income, investment, RRSP slips to file 2013 taxes. If one only had 1 income, never had RRSP, or investments, one could file the taxes online jan 1, 2014 and get their NOA 2013 first before anyone else gotten their done. People who filed online have an advantage over those who filed it in the mail, due to faster processing.

With the new rules, everyone has equal chance. No favourism over one group of people over another.

My question is for the minimum income requirement, does CIC look for 3 years past application date or 3 years once the application is under processing (as it takes 48 months for sponsor stage 1 to start processing)
Also, what if the income for a year is less , can a spouse's joint undertaking later be added if there is a shortfall ?
will the application get rejected in this case or they will add the spouse's income to existing application?
is it better to send the spouse additional income prior to them starting the processing or do you suggest to wait till my application is reviewed?
 
Initially, the requested documentation, BUT they will monitor the situation during the processing to ensure that you continue to meet the MNI
Spousal income can only be counted if they are a co-signer I think... What does the Application Guide say?
 
i had applied just before the temporary pause . at that time spouse was not co-signer. can spouse be added co-ssigner. cic has not yet began processing my app anyway. Also when i applied i did not have 3 years history in canada (had just 1 year of NOAs). i had mentioned this in application.

If the sponsor has submitted a sponsorship application for a parent or grandparent, when assessing updated financial information, the income calculation rule in paragraph 134(3)(c) must be applied. The sponsor's income and the co-signer's income, if applicable, is calculated on the basis of the income earned as reported in the NOA, or an equivalent document (Option C print out), issued by the CRA in respect of each of the three consecutive taxation years immediately preceding the day on which the officer receives the updated evidence. For example, if an application to sponsor a parent or grandparent was submitted in January 2014 and was being processed in July 2016, an officer may request updated financial information from the sponsor. The income calculation will be based on the NOA or option C for taxation years 2015, 2014 and 2013.

So based on this bulletin, if it takes 12 months or more for CIC to process your application (which it most likely will), you will be asked for updated financial documents by VO and at that time your NOA for the last 3 years from the time your application is being processed must be eligible for sponsorship.

Thanks for the bulletin. but bulletin doesnt say if i can add my spouse as a co-signer later on , if i have a shortfall for a year , whenever they ask for updated financial documents? do you know?

You are right, it doesn't.. Therefore you should probably assume that you can't.

I'm not sure, but it's worth trying to contact CIC via email to "correct information on your application", they have a link for this service on this page http://www.cic.gc.ca/english/immigrate/sponsor/pgp-apply-after.asp
