We all know that CIC has started accepting new application to sponsor parents and grandparents on January 04, 2016. I have couple of questions regarding parents sponsorship application.
Q1. As we know only 5000 complete application will be received, can anyone give me an idea how fast the cap will be reached? Just a rough idea e.g., one month or two month.....How fast it was in 2015 or 2014?
Q2. My understanding is that I have to provide the proof of my income for last three consecutive taxation years preceding the date on which I submit the application to CIC. But in the instruction guide they have mentioned that if someone is going to apply in 2016, the he/she has to provide proof of income from the CRA for the taxation years 2014, 2013, and 2012. Why not 2015, 2014, and 2013? The preceding three consecutive year of 2016 are 2015, 2014, and 2013.....not 2014, 2013, and 2012. Isn't it?
Q3. If I am able to provide income proof from CRA for taxation year 2015, 2014, and 2013 instead of 2014, 2013, and 2012, will they accept my application?

Cap was reached on the 1st day, so consider the program as closed for 2016.

If applying in January, the previous years taxes won't be ready yet so you need to use 3 previous years. So if you apply in January 2017, you'll need tax returns from 2013, 2014 and 2015 all meeting LICO.
CIC received well over 5000 applications on Monday alone. So while they can't announce anything yet on the website, I would consider it closed for 2016.
You should prepare to apply for January 2017, and prepare in advance so your app will reach CIC on the very first day.
Yes. Although not announced on the CIC site (it always takes them a few weeks to catch up) - the cap has most certainly already been reached (either on Monday or Tuesday). As explained, it was reached in a day and a half last year. Many people missed out and consequently it would have been reached even faster this year.

Even if you can provide a proof of income for 2015, CIC will still not consider it because it was clearly stated on their website that if you are applying for 2016, they require you to provide your 2012-2014 NOA.
"Note: If you are applying in 2016, you must provide proof of income from the Canada Revenue Agency (CRA) for the taxation years of 2014, 2013 and 2012."
You might want to consider applying next year (2017) as the chance to get within the cap is way too slim. 2015, based on the posts here reached its cap in 1.5 days. For this year, a lot of us took precautions to make sure sure that our application will be delivered on the first day (jan 4).
