On the CIC website, I see this writing in regard to sponsoring parents:

I came to Canada in October, 2015 and was unemployed until April 2016. Therefore, for last year, CRA has a record of zero income in my profile. Now I have a very good job (8 months) and I meet the minimum eligibility (Low Income Cut-Off plus 30%) of financially supporting all my 4 family members as well as my parents.
I am thinking about sponsoring my parents. Do I need to wait 3 more years so that CRA can have records in my profile for 3 years and so that I can sponsor my parents?
Anyone with proper knowledge/experience, please respond. Thank you.
No. If you meet LICO for 2016, 2017 and 2018, you will be able to sponsor in 2020. The applications are accepted at the beginning of the year, so you would not yet have an NOA for 2018 in order to apply in 2019.
To apply in 2017, applicants must meet LICO for 2013, 2014 and 2015.
Canuck is right here. Generally sponsors learn about LICO when they sponsor spouses and first-level dependants. They find out about LICO when they want to sponsor parents. It's LICO + 30.

It is not likely that CIC will reduce LICO + 0%. It is far likely it will remain at LICO +30% for PGP for some time. If anything, makes more sense to increase more than 30% than lower it.

Agreed. If CIC was making a significant change such as this, it would have been announced in conjunction with the lottery. Pretty safe to assume the only change is the lottery selection approach. Qualifications / requirements remain the same.
