Because a citizen may have 3 siblings who can enter express entry,if given additional points for all the three it will be like sponsoring 3 persons that will not be a fair thing so they may have to make some filters .

when creating an EE profile there is one particular question that says Do you have a relative who is living in Canada, is over the age of 18 and is a Canadian citizen or permanent resident? or something like that . so far you get no additional points for answering yes, but by nov.19th that question should no longer be there cuz points for siblings wont be given through EE , the question is useless when creating a profile .
if the question is still part of the EE profile after nov19th , it means they decided not to remove it cuz points might be coming soon. peace.
i think they mixed the whole sibling with EE cuz they did not know what they were talking about. the original statement was Providing greater access to applicants with Canadian siblings
i believe they were talking about creating more family support streams through PNPs. as not every province has one

Newfoundland And Labrador Provincial Nominee Program (NLPNP)
Nova Scotia Nominee Program (NSNP)
Prince Edward Island Provincial Nominee Program (PEIPNP)
Saskatchewan Immigrant Nominee Program (SINP)
those are the only pronvinces with family support stream, there is no family support for BC or ONTARIO.
so more family support streams through PNP is something we might see in 2017.
