Those are the maximum points you can get. There is a break down of those points in section C. 25 max for CLB7 and 50 max for CLB9. You are interpreting the page incorrectly.
Has anybody noticed that for Foreign Work Experience you get 50 points now with CLB 7? Used to be 50 points with CLB 9... Take a look
